OP-ED: Official says U.S. needs liberal trade rules

Oct 7 -- An aide to Treasury Secretary Henry M. Paulson Jr. told a Philadelphia crowd Friday that Americans, threatened by falling home prices, job cuts, and retirement-plan losses, are turning against liberal trade rules, just when the United States needs foreign money and markets.

"Our recent downturn has contributed to a climate of distrust and anxiety among Americans that is fueling support for protectionist policies," Undersecretary David H. McCormick told investment managers at a Wharton School conference.
